Organizational Responsibility

Quality of specifications provided to AI systems, measured by output quality variance, not specification length. Accuracy of judgment calls about when to override AI recommendations, tracked through outcome analysis. These predict capability development before it shows up in business results.
Capability mapping. Individual and team profiles across the seven core capabilities, based on self-evaluation calibrated with peer feedback and demonstrated work outputs. The goal is understanding organizational capability distribution (where you're strong, where you have gaps, and where you're developing), not ranking individuals against each other.
Development velocity. How quickly people acquire new capabilities, measured as time from first exposure to reliable competency. This varies by capability and by person. The organizational insight comes from patterns: if everyone struggles with specification clarity but develops judgment quickly, that tells you where to invest development resources.
